From what I know, this might be impossible. But I recall a map in the map development or from a screenshot in the hive that have shown the effect which is or similar to this effect. This may also be achieved by altering lighting model of the map. I hope someone may enlighten me on how to achieve this effect (if possible) and I'm sorry if there's someone else asked this question before. I tried searching for it but couldn't find any. =/
EDIT: Nvm. I finally found the solution for it. looks like I should have tried to google for "bloom effects" instead of "shader effects".
