Using an item without charges/ immediate item

Is there an item that can be used immediatly without charges ?
I only found Flair ( 'fgun'), which is point order however.
I also found 'axas' for example, however it does not fire the item use event.

I aim for having items without a charge display being useable.
The event seems not to fire though and I don't know how I could workaround this.
The only important point is that a unit uses an instant item without charge display ( == 0 charges remaining).

Any ideas ?

Make any item, add an ability to it. You need to check "Stats - Actively used"
